Waltham Forest was created in 1965 out of three separate boroughs - Chingford, Leyton and Walthamstow - and given the name of a Royal Forest that once managed deer in south-west Essex. Waltham Forest
Chingford, Walthamstow, Leyton and Leytonstone under one council, and a name that belongs to a forest.
The London Borough of Waltham Forest was created in 1965 under the London Government Act 1963 from the municipal boroughs of Chingford, Leyton and Walthamstow. Its name comes from the former Waltham Forest, a Royal Forest that managed deer in south-west Essex, rather than from any town, and the southern part of Epping Forest still extends into the north of the borough, 90% of it having been preserved by the Epping Forest Act 1878. The 2021 census recorded a population of 278,428.
Those three predecessor boroughs did not stop being separate places when the council merged them. Chingford is the northern town, physically cut off by the North Circular and bounded by forest. Walthamstow is the administrative centre and the busiest trading street. Leyton and Leytonstone sit in the south, closer to Stratford and the Lea than to anything in E4. A customer in one of them is very often not a realistic customer for a business in another, and a website that treats the borough as a single market is quietly describing a catchment it does not have.
There is a second problem underneath the first. Several of these places have names that are easily mistaken for each other or for somewhere else entirely: Leyton and Leytonstone, Walthamstow and Walthamstow Village, Chingford and South Chingford, and a Wood Street that shares its name with a street in the City of London.
