Finchley
Two town centres, one borough, and a council that plans them as separate places.

Finchley Church End, around Ballards Lane and its Underground station, is N3: service-led, mixed high-street multiples and locally owned shops, with a strong kosher and halal specialist food trade reflecting one of the country's largest Jewish communities. Barnet Council designates the northern centre as one of 14 district centres among its 20 town centres, and both centres have their own Town Centre Framework Supplementary Planning Document, which is the council's way of saying formally that these are two separate places, not one blurred area.
The difference is not just administrative. Barnet's 2018 Town Centre Framework SPD for the northern centre identifies the Tally Ho Triangle and artsdepot as opportunity sites, and proposes closing part of Ballards Lane to cars, reserving it for buses, pedestrians and cyclists, alongside an indicative capacity of 252 new homes on the site. The Mayor's Outer London Fund put just over £1m into that centre, with a further £380k from Barnet, partly to bring empty units in the Grand Arcade back into use. None of that touches Church End the same way, because the two places have different plans, different problems and different customers.
