The borough's Local Plan, adopted on 4 March 2025, counts thirty separate town, district and local centres, from Chipping Barnet in the north to Mill Hill and Colindale in the south, and the only Business Improvement District among all thirty is in Edgware. A trade covering Mill Hill and East Finchley is covering two places roughly eight miles apart with nothing in between marketing either one collectively, and most of the area is reached by car rather than on foot. Barnet
No single high street from Edgware to Mill Hill. Thirty of them instead.
The borough's Local Plan 2021-2036, formally adopted on 4 March 2025, sets out a hierarchy of 7 main town centres, 8 district centres and 15 local and neighbourhood centres. Edgware is the largest and the only one designated a major town centre. Chipping Barnet, at the top of the map, is the historic market town, its high street overlooked by St John the Baptist church. North Finchley trades along Ballards Lane under its own council framework. Golders Green, Hendon Central next to Middlesex University's campus, Mill Hill, Whetstone and Temple Fortune each serve their own catchment. None of these thirty centres behaves like the others, and a business anywhere on the map is choosing which of them, or how many, it actually trades across.
Edgware is also the only one of the thirty with a Business Improvement District. The council supported it after a favourable business ballot, with a steering group that included TfL, Ballymore and the council itself, aiming to attract up to £800,000 of investment over its first five-year term. North Finchley, Golders Green, Hendon Central, Mill Hill and the other twenty-four centres have no equivalent body promoting them collectively. A trade or a clinic covering Mill Hill and East Finchley is covering catchments several bus routes and a car journey apart, with no shared high street, no shared shopping parade and no shared marketing between them.
The borough is also large by any measure. At the 2021 Census, Barnet had 389,340 residents, up 9.2% from 356,836 in 2011, making it the second largest London borough by population. The council's own Economic Development Framework evidence base states that the vast majority of the area's 41,800 locally registered businesses are ultimately owned within the borough itself. And the borough's biggest structural change, Brent Cross Town, is still under construction: a 180-acre regeneration delivered with Related Argent that started building in 2020, saw its first residents move in during 2025 and opened its Neighbourhood Square at the end of October 2025, on its way to a planned 6,700 homes and 3 million sq ft of offices rather than having delivered them yet.
